I spoke to martin in the hardware shop yesterday and he has a letter from the highways dept on his counter saying that people can park there for loading and unloading heavy good from his shop so he's happy with the situation now.

It's also in the Highway Code..... but trust the Highways Agency to add the bit about "heavy goods" in the letter. How subjective is that??

You may stop to load or unload (unless there are also loading restrictions as described below) or while passengers board or alight.

I don't believe it will make a jot of difference IMHO. The do_as_you_like brigade have little respect for the rule of law.
